Children have plenty to say
Share it

Children are citizens in their own right and must be taken into account. Children’s rights are a priority for the Mayor of Barcelona. Because of this, during the Covid-19 health emergency the Mayor made the case for children’s rights and denounced the adult-centred perspective employed to manage the pandemic. Here are some of the projects we are implementing from a perspective which includes our youngest citizens.

Children’s proclamation
The “Pregó dels Infants” (children’s proclamation) marks the start of the Santa Eulàlia Festivities and is a magnificent opportunity to invite children to participate and really feel the city is theirs. Children between their third and sixth years at primary school in the city draft the text and deliver the speech so that the city can hear their voice, their proposals and their commitments.

Estimat diari
“Estimat diari” (dear diary) is a project which uses drawings, photos and texts from the city’s children to create a collective memory of the lockdown. It includes a section, the Mayor responds to children, where the Mayor responded to questions from children and addressed their concerns during the toughest weeks of the lockdown. The project is now making its way around the city’s districts as a travelling exhibition, with family workshops and materials for schools which invite reflection and combine the emotions and learning experiences of children during the lockdown and the pandemic.

A city to play in
We want the city to be a more pleasant place, where children can play. Because of this, we combine action in public spaces and school playgrounds with measures to encourage play outdoors and help stimulate creativity, generating new spaces and improving existing ones to make them more accessible, participatory and open. This is how we stand up for the many collective benefits of play and physical activity in public space, particularly in terms of health, community life and accessibility.

Protecting schools
Schools are places which are full of life. Because of this, the areas around them need to be safe, healthy and places where local residents can meet up. The programme “Protegim les escoles” (protecting schools) centres on children’s safety and welfare through various measures such as traffic-calming, improved access and larger spaces for people to relax in, with more greenery. Areas around over 200 schools are to be transformed between now and 2023.

Meetings with the mayor
“Meetings with the Mayor” are a regular meetings held between the Mayor and neighbourhood residents. They are held without any pre-established agenda. The Mayor attends them to listen, answer what she can, share reflections on the city and its priorities and improve everyday municipal work. They are unprecedented participation spaces.
The first of these took place in 2015, since when, some fifty meetings with residents have been held. They take place every two weeks in Barcelona’s various neighbourhoods (they had to be suspended last year because of the COVID-19 pandemic).

Mayor's office in the districts
The “Mayor’s Office in the Districts” is an initiative that takes the Government Commission, one of the city’s main decision-making bodies, to all the city’s districts. It was created to give neighbourhoods access to not just institutional but also everyday activities and find out at first hand the reality of each of the city’s 73 neighbourhoods. It therefore responds to the calls made by residents during the activity of the mayor’s office in neighbourhoods: providing channels to give residents access to the institutional activities being carried out by the Mayor’s Office.
